Parolee Charged With Felony Drug Possession

JAMESTOWN – A parolee, who was released early from a conviction in a case that involved the manufacturing of methamphetamine, was arrested on felony drug charges early Wednesday morning, according to JPD.
Police said that Richard Philbrick Sr., 32, was one of the passengers in a vehicle that was the pulled over for reportedly having non-transparent windows in the area of Newland Avenue and Broadhead  Street shortly after midnight
Philbrick, whom, according to the New York State Department of Corrections, is currently on parole and still owes time from a conviction in 2016,  was allegedly  in possession of methamphetamine and drug paraphernalia when officers searched him.
Another passenger in the vehicle, Jason Remington, 39, of Brocton, was reportedly observed drinking alcohol by police.
Philbrick was charged with felony possession of a controlled substance and using paraphernalia.
In March of 2015, Philbrick was involved in a case where Jamestown Police saved a woman’s life by administering Narcan after she overdosed. According to multiple media reports, he resisted arrest during that incident and was arrested and charged with drug possession and fighting with police.
That incident was the first time JPD ever used Narcan.
He was taken to city jail where he awaits arraignment.
