JAMESTOWN – Residents on a small, quiet city street witnessed a traffic stop late Thursday afternoon culminating in a four-time convicted felon facing drug sales and possession charges for seven different drugs.
Richard Riley, 40, Sinclairville, was the only passenger amongst the four in the car who was taken into custody.

According to the New York State Department of Corrections, Riley has been in-and-out of prison since the mid-1990’s mostly due to drug trafficking.
Shortly after Riley was arrested, local bartender, Cindy Frank, was pulled over in the area of Lakeview and Euclid Streets in Jamestown. She was taken into custody with almost seven ounces of cocaine in her passenger seat.
